PROBLEM TO BE SOLVED: To provide an optical element having a pattern reflection layer formed on a fine structure surface with high productivity and high positional precision. SOLUTION: In the method of manufacturing this optical element, a fine uneven surface 6 and a flat face 5 are formed on one side of a resin-made layer to form a fine unevenness forming layer 2 (see Fig. 3 (a)), next the whole surface is coated with a solution containing functional particles to form a coated film 3 (see Fig. 3 (b)), and then the coated film 3 covering the flat face 5 is removed by using air or a doctor (see Fig. 3 (d)) and is dried to arrange the functional particles in the solution in recessed sections on the fine uneven surface 6 selectively (see Fig. 3 (d)).
