PROBLEM TO BE SOLVED: To secure a sufficient chance of measuring the state of the charge of a secondary battery while obtaining the state of the charge by open-circuit voltage/charge-state characteristics. SOLUTION: In the device for measuring the state of the charge obtaining the state of the charge of a secondary battery 1a on the basis of open-circuit voltage/state-of-charge characteristics and the measurement information of a voltage measurement means VM measuring a battery voltage of the secondary battery 1a, an output from a charging power supply CB to the secondary battery 1a is controlled so that a current value flowing to the secondary battery 1a is substantially zero. The state of the charge of the secondary battery 1a is obtained on the basis of the measurement information of the voltage measurement means VM in a control state and the open-circuit voltage/charge-state characteristics.
