When an LTE base station (10-1) establishes an X2 connection with another LTE base station, the LTE base station (10-1) prioritises transmission of load information (LI) messages via the X2 connection over the transmission of LI messages via an S1 connection. Specifically, if at first only an S1 connection is established, and no X2 connection is established, the LTE base station (10-1) transmits LI messages to the other LTE base station via the S1 connection and an MME (20), but if an X2 connection is then established, the LTE base station (10-1) transmits LI messages to the other LTE base station via the X2 connection.
