<p><P>PROBLEM TO BE SOLVED: To improve the strength of a valve element 5 without deteriorating problems of a side clearance due to a reinforcing fiber and an elastomer component included in a resin material in a TCV device 1. <P>SOLUTION: A valve element 5 has a metal plate 30 as a metal part and a resin part 31, and in the peripheral edge of the valve element 5, two short edges 11 and 12 forming a side clearance are the peripheral edge of the resin part 31. Thereby, part of the valve element 5 is provided by the metal plate 30, improving the strength of the valve element 5. Further, since the peripheral edge of the valve element 5 forming the side clearance is formed of the resin part 31, an increase in unevenness of the side clearance due to a dimensional tolerance different between the valve element 5 and the housing 6 can be prevented by forming the valve element 5 and the housing 6 at the same time, using the same mold.
