PROBLEM TO BE SOLVED: To improve both a fuel consumption efficiency of a vehicle and safe passage through an intersection, by reducing the number of stops or the like of the vehicle, which are caused by red signals on respective intersections, for example. SOLUTION: A driving support apparatus (1) is equipped with: a measurement means (10) for measuring vehicle information of a vehicle; an acquisition means (20) for acquiring a position of a signal through which the vehicle passes next and signal cycle information concerned with a signal cycle of the signal; a calculation means (120) for calculating a target speed of the vehicle passing a predetermined point located nearer than the position of the signal, by a predetermined distance at blue signal starting time when a blue signal indicated by the signal cycle is started based on the measured vehicle information and the acquired signal cycle information; and a driving support means (30) for performing vehicle driving support including notification of the calculated target speed.
