PROBLEM TO BE SOLVED: To provide a binder easy in taking out documents even when binding a lot of documents, coping with resource saving, causing little damage even when a file is dropped with the document bound. SOLUTION: The binder 10 includes a base material 20, binding members 40 and locking members 90. The binding member 40 is integrally formed by inserting a pin 62 of a pin base 42 into a pipe 82 of a pipe base 64. The locking member 90 is turnably attached to a facing part of the base material 20. The binding member 40 is attached to the base material 20 so as to be able to rotate by fitting a locking claw 106 of the locking member 90 to fitting parts 48, 70 of side wall members 44, 66 of the binding member 40. A regulation part 116 is formed near the locking claw 106 of the locking member 90 to prevent deep entering of the fitting parts 48, 70 of the side wall members 44, 66 into the inside of the locking claw 106.
