PROBLEM TO BE SOLVED: To provide an image forming apparatus and a process cartridge, which suppress a change in an amount of lubricant applied to an image carrier by a lubricant application means. SOLUTION: The image forming apparatus includes: the image carrier 11; and the lubricant application means 26 for applying a lubricant to the image carrier 11 by rotating an application member 23 disposed in contact with the image carrier 11 and a solid lubricant 22. The image forming apparatus further includes a lubricant removing means 25 which removes the lubricant from the application member 23 and which is disposed in contact with the application member 23 at a position downstream from a contact position between the application member 23 and image carrier 11 and upstream from the contact position between the application member 23 and solid lubricant 22 in the rotating direction of the application member.
