PROBLEM TO BE SOLVED: To provide a film-like non-returning nozzle showing excellence in a self-seal checking function characteristic and a discharge characteristic, and to provide a flexible packaging bag having the same. SOLUTION: In the flat film-like non-returning nozzle which is protrusively mounted on a side of a bag body, is made by welding the outer circumferential margin portion mutually excluding a base end connected to the bag body and the central portion forming a discharge passage of a liquid substance, generates an outside checking function to prevent the outside air from coming in the bag by the presence of the liquid substance in a minute space between superposed soft laminated plastic films, and is used for a soft packaging bag for filling with the liquid substance, wet treatment is conducted to only the portion near to the predetermined position of an opening excluding a portion serving as a nozzle base end side and the vicinity on the inner surface of either one or both of the laminated plastic films of the discharge passage.
