In order to reduce the load applied to a rotation sensor and suppress an increase in size of a direction of thrust while increasing the detection accuracy of a rotation-quantity detection member: a transmission gear (24) is provided to the rotating axle (10a) of a spool in a manner so as to be rotatable in unison therewith; a rotation sensor (15) is disposed eccentrically from the rotating axle (10a) and in the radial direction of the rotating axle (10a), and is disposed in a direction such that the rotating axle (10a) separates from the rotation sensor (15) by means of a large load (F) applied to the spool (10) from a seatbelt during an emergency; the rotation sensor (15) has an annular magnet (21) and a magnet-holding member (22) that holds the magnet (21), and the magnet-holding member (22) has a transmission-receiving gear (23); and the external teeth (23a) of the transmission-receiving gear (23) and the external teeth (24a) of the transmission gear (24) are meshed, and so the rotation of the spool (10) is accelerated and transmitted to the transmission-receiving gear (23).
