Device for producing a fine-grained fuel from a solid or a paste-like energy resource by torrefying and crushing comprises: an impact reactor (5) with a rotor (7) and an impact element; at least one feeding device for hot torrefying gas in the bottom area of the reactor; at least one feeding device for the energy resource in the head area of the reactor; at least a withdrawal device for a gas stream containing the crushed and torrefied energy resource particles; and a separating- and withdrawal device for the crushed and torrefied particles of the gas stream discharged from the reactor. Device for producing a fine-grained fuel from a solid or a paste-like energy resource by torrefying and crushing comprises: an impact reactor (5) with a rotor (7) and an impact element, which is temperature-resistant up to at least 350[deg] C; at least one feeding device for hot torrefying gas in the bottom area of the reactor; at least one feeding device for the solid or paste-like energy resource in the head area of the reactor; at least a withdrawal device for a gas stream containing the crushed and torrefied energy resource particles; and a separating- and withdrawal device for the crushed and torrefied energy resource particles of the gas stream discharged from the reactor. An independent claim is also included for producing the fine-grained fuel from the solid or the paste-like energy resource via torrefaction by the impact reactor, comprising feeding the solid or the paste-like energy resource into the head area of the reactor; feeding the hot torrefying gas into the bottom area of the reactor; crushing, drying and torrefying the energy resource in the reactor; and conducting the crushed and torrefied energy resource particles in the gas stream containing them from the reactor into a particle separator (10).
