PROBLEM TO BE SOLVED: To provide a method, a device, and a program for classifying an image for accurately classifying a region including a characteristic image and a region including no characteristic image by considering circumstances around the image. SOLUTION: An image processing device 30 arranged in a characteristic image extracting device 1 includes: a learning part 32 learning a boundary between a plurality of classes which are set for classifying an image by using a feature quantity about a characteristic image included in an image and a feature quantity about a non-characteristic image different from the characteristic image; a classifying part 34 classifying a first block and a second block to one of a plurality of classes by using a feature quantity of an optional first block of an image divided into a plurality of blocks to be classified, a feature quantity of the second block different from the first block, and the learning result of the learning part 32; and an extraction part 35 determining whether the first block has a higher possibility of the characteristic image than the second block or the second block has a higher possibility of the characteristic image than the first block based on the classification result of the classification part 34.
