PROBLEM TO BE SOLVED: To provide a positioning device, a positioning method, and a program where positioning can be completed in a short time even if positioning processing is performed at arbitrary timing. SOLUTION: The positioning device includes a receiving means to receive a signal transmitted from a GPS satellite, a clock means for time clocking, a storage means to store received ephemeris information, a time modification means to modify a clock time of the clock means based on received timing information, a first receiving control means to receive the ephemeris information at intermittent timing TE1, TE2, TE3, and a second receiving control means to receive the timing information at intermittent timing TC1, TC2, TC3, TC4, captures a transmission signal from the GPS satellite while synchronizing timing with the same at positioning timing T1 based on the clock time of the clock means, and performs positioning based on the captured transmission signal and the ephemeris information stored in the storage means.
