PROBLEM TO BE SOLVED: To provide an electrostatic charge image developing toner and developer having excellent low-temperature fixability and satisfying both good heat-resistant preservability and toner frangibility; and to provide an image forming method. SOLUTION: The electrostatic charge image developing toner has a core-shell structure comprising a core layer containing an amorphous resin and a colorant and a shell layer covering the core layer, wherein the shell layer contains composite resin particles containing a crystalline polyester resin and an amorphous resin.
