PROBLEM TO BE SOLVED: To provide concrete where initial strength for form removal under a low temperature after passing a predetermined time is developed although the falling of flowability is little during the casting of the concrete. SOLUTION: In the concrete, cement is added with a high performance AE water reducing agent comprising a polycarboxylic acid-based cement dispersant including a polymer compound having a polyamidepolyamine chain and a hardening accelerator whose main component is a nitrate and which is mixed with any one of a nitrite and amines. Thus, the falling of a slump flow is 7 cm or less even if about 2 hours is passed after kneading and the initial strength (0.1 N/mm<SP>2</SP>or more) after passage of 6 hours after placing required before form removal even in low temperature environment lower than 10°C is ensured (wherein, examples 1-3 are shown).
