PROBLEM TO BE SOLVED: To provide a toner additive which can suppress the generation of fogging not only even under a normal temperature/normal humidity but also even in various loaded environments such as a high temperature/high humidity, can express stable image density and is restrained from being buried deeply below a toner surface to sufficiently achieve an effect of an external additive, and to provide a toner for developing an electrostatic charge image which includes the toner additive and can allow an electrophotograph developed thereby to have no fogging and stabled image density. SOLUTION: The toner additive comprises an amino resin crosslinked particle having a core-shell structure including a shell layer at the outer periphery of a core layer. The shell layer comprises the condensate of an amino compound with formaldehyde. A guanamine compound accounts for 10-100 mass% of the amino compound.
