PROBLEM TO BE SOLVED: To provide a content distribution system capable of reducing network load and distribution server load during peak period.

SOLUTION: A distribution server 101 performs unicast distribution of a content without delay in response to a distribution request from a user. Also, the server performs broadcast distribution (advance distribution) in advance with the content for which there are many distribution requests to all user terminal devices 102 (set top box: STB) according to the distribution schedule decided in advance at a distribution schedule planning device 200.
