<P>PROBLEM TO BE SOLVED: To reduce a load on a management server while quickly managing device usage in all locations and by all users. <P>SOLUTION: A log collection management system 1 includes an upper limit management server 200, a plurality of log collection servers 100 and devices 300. The device 300 includes a communication unit 380 for transmitting a use log to the log collection server 100 in the control thereof. The log collection server 100 includes a communication unit 101 for receiving the use log from the device 300, an upper limit reaching information generation unit 104 for determining whether the device usage by a user exceeds an upper limit when an ID of the log collection server matches to an ID of the own device, and a communication unit 101 for transmitting to the upper limit management server 200 a user ID of a user with its usage determined to exceed the upper limit and the upper limit reaching information.
