PROBLEM TO BE SOLVED: To provide a new tonite composition having high safety which prevents a serious accident resulting in injury or death by constituting a main component of a nonexplosive component and fundamentally revolutionizing technology related to safety, and to provide a method for producing high-safety tonite particles. SOLUTION: The tonite composition is composed of: nonexplosive components comprising an aluminum powder being a reductant, at least one of metal oxides, metal peroxides of group II elements, and zinc peroxide, each being an oxidant, and a polyoxymethylene powder which generates a high pressure gas by the heat of reaction of the reductant and the oxidant; and an explosive component composed of potassium perchlorate.
