Provided is a catalyst for blocking-agent dissociation with which it is possible to dissociate a polyisocyanate blocking agent at a low temperature. The catalyst for blocking-agent dissociation contains a polynuclear metal complex comprising two or more metals. A one liquid-type thermosetting composition is obtained from a compound containing blocked isocyanate and isocyanate reactive groups using the catalyst for blocking-agent dissociation.
