<p><P>PROBLEM TO BE SOLVED: To provide a cleaning device and an image forming apparatus stably polishing a photoreceptor drum even if the toner amount supplied to a cleaning roller changes. <P>SOLUTION: The cleaning device 1 includes the cleaning roller 3, a cleaning blade 5 for scratching toner adhering to a drum 2 surface on the downstream side of the cleaning roller 3 in the rotating direction of the photoreceptor drum 2, and a toner layer thickness regulating member 4 for regulating the toner layer thickness adhering to the cleaning roller 3 surface. The toner layer thickness regulating member 4 abuts on the cleaning roller 3 and rotates, and is arranged on the downstream side when viewed from the photoreceptor drum 2 in the rotating direction of the cleaning roller 3.
