PROBLEM TO BE SOLVED: To provide a friction test device and a friction test method advantageous for improving friction test accuracy, capable of forming a frozen surface similar to a frozen surface of an ordinary road or a test course which has been changed into a frozen road. SOLUTION: A test tire 22 is pressed onto the surface of a frozen layer 24 with a load determined beforehand by a first load application mechanism 16. A shaping body 18 comprising an elastomer is pressed onto the surface of the frozen layer 24 with a load determined beforehand by a second load application mechanism 26. A rotary drum 12 is rotated at required speed, and the test tire 22 is driven rotatively at required rotational speed. Since the shaping body 18 is pressed onto the surface of the frozen layer 24 by the second load application mechanism 26, irregular shape scraped by a ground surface of the test tire 22 is melted by frictional heat with the shaping body 18 and shaped into a frozen surface having a gently-sloping ridged and grooved shape, to be thereby shaped into a shape similar to a frozen surface of an ordinary road or a test course which has been changed into a frozen road, regardless of the ground surface shape of the test tire 22.
