PROBLEM TO BE SOLVED: To provide a form device for forming an inexpensively manufacturable concrete skeleton superior in heat retaining properties, which eliminates the need for a dedicated form body, and a method for constructing the good-looking concrete skeleton which prevents exposure of a surface of a concrete material by firmly holding an exterior wall plate using the form device. SOLUTION: The form devices 10, 10a and 10b for forming the concrete skeleton 20 with a heat insulating plate 11 include: first and second form bodies 13 and 13a which include the heat insulating plate 11 and a lateral member 12 capable of attaching upper and lower ends thereof to an H-shaped groove and holding them in a vertically connectable manner, and which are erected and arranged while facing each other at an arbitrary spacing; vertical members 14 which are erected at arbitrary spacings on the outside of them, respectively, and arranged by being fixed to the lateral member 12; and clamp members 15 which are attached while being juxtaposed at an arbitrary spacing by hooking both ends of a U-shaped metal rod in a bridged manner on the lateral members 12 facing each other, respectively.
