The arrangement has an inner lining (3) designed as a textile fabric with an outer side (4) and an inner side (5), where the outer side is turned towards a middle wind and water-proof, vapor-transmissive functional membrane. The inner side is turned towards a carrier of a functional clothing. A hydrophilic yarn (6) and a hydrophobic yarn (7) are processed on the outer side and the inner side of the inner lining, respectively. The hydrophobic yarn exhibits surface tension of 15 milliNewtons per meter smaller than surface tension of the hydrophilic yarn.
