PROBLEM TO BE SOLVED: To provide a technique capable of preventing image quality of a section in an image to which image processing is performed from becoming degraded by compression processing.

SOLUTION: The image compression device 1A includes an image generation section 101 for applying predetermined image processing to a first image to generate image data of a second image; an attribute information acquiring section 102 for acquiring information of whether the predetermined image processing has been applied to a pixel constituting the second image as attribute information of the pixel; and a compression-encoding section 20A for applying compression processing having the attribute information reflected therein to the image data of the second image, based on the attribute information.
