PURPOSE: A negative pressure generating cutter and a grinding device using the same are provided to eliminate small materials stuck to the surface by generating negative pressure. CONSTITUTION: A negative pressure generating cutter comprises: a border portion(13) which is formed in the middle of a blade formed in the circumference of a cutter; a suction cutting blade unit(14) which is formed to slope downward so that the width thereof can become narrow to a horizontal cutting blade unit based on the border portion; and a crushing cutting blade unit(16) which is formed to slope upward so that the width thereof can become narrow to the horizontal cutting blade unit based on the border portion. |
