PROBLEM TO BE SOLVED: To provide a thermal element preventing a change in element characteristics due to the generation of distortion in an element body, favorable in current control reliability, and capable of setting the size and the shape of the element body to attain required element characteristics while setting the size of a conductive plate to ensure an area required for welding, and to provide a battery pack equipped with the same. SOLUTION: An element part 51 of a PTC (Positive Temperature Coefficient) element 5 is configured by dispersing metal particles, for example, such as Ni in a high polymer, for example, such as polyethylene and includes the plate-shaped element body 511 that changes with temperature in electric resistance, and an envelope frame 512 which envelops four side surfaces of the element body 511 leaving a predetermined space between them and is made of, for example, ceramic. Each plane of the element body 511 and each frame edge surface of the envelope frame 512 are bonded with leads 52, 53 made of, for example, Ni with adhesive layers 514, 513.
