PROBLEM TO BE SOLVED: To provide a resin-coated carrier for developing electrostatic latent images, wherein the resistance and the electric charge imparting capacity of which are constantly stabilized, after the start of the use of the carrier and a printed image developed thereby to avoid having carrier adherence, edge effects or fogging, and high quality is obtained continuously, and to provide a method for producing the carrier and an image forming method that uses the carrier. SOLUTION: In the resin-coated carrier for developing the electrostatic latent image is obtained, by forming a coating layer including resin and electroconductive fine particles on the surface of a core material particle, the surface exposure rate which is calculated by using the total amount of the core material particles and the electroconductive fine particles that are exposed to the surface of the coating layer is equal to or higher than 6% and equal to or lower than 12%, when it is measured by an X-ray photoelectron analyzer.
