PURPOSE: An apparatus for eliminating silica in a membrane pre-processing process is provided to cost-effectively obtain silica by processing inorganic coagulant based on specific condition and process. CONSTITUTION: A compound which is represented by chemical formula 1 is introduced into silica containing water. The hydrogen ion concentration of the water is controlled in a range between pH9 and pH12. A compound which is represented by chemical formula 2 is introduced into the water. The hydrogen ion concentration of the water is controlled in a range between pH 6 and pH9. In the chemical formula 1, the x, the y, and the z are respectively 1, 1, and 2, or 2, 2, and 4, or 5, 1, and 4. In the chemical formula 2, the n is between 1 and 5 and the m is between 2 and 10.
