<p>The system has a mover e.g. PDC, to store data received from an external device in a buffer. The stored data is processed and transmitted to a radio network. A buffer managing unit (111) changes the capacity and threshold value of the buffer based on the degree of control data obtained form a communication data monitoring unit, and limits the in-flow of data based on the external device upon reaching the threshold.
