PURPOSE: An uplink control information encoding method in a wireless telecommunications system and an apparatus thereof are provided to decide size of a code book which is necessary for Hybrid Automatic Repeat reQuest-Acknowledgement based on the number of configuration cells and a transmission mode. CONSTITUTION: A state information bit directing state information of a plurality of configuration cell is obtained(S110). A composite state information bit string is created after combining state information bits(S111). The composite state information bit string is encoded as binary stream(S112). The state information bit of each configuration cell is fixed based on a transmission mode of each configuration cell.
