CONSTITUTION: A target area setting unit(310) establishes a target area among a video photographing area. A total area processing unit(320a) processes whole area among the video photographing area. A target area processing unit(330a) processes the target area among the video photographing area. A video file generator(324) creates a first moving picture file about the whole area. A second moving picture file generator(334a) creates the second moving picture file about the target area.
