<p>The construction has a buoyant upper section (11) exhibiting an area for receiving a part of technical components and a base structure i.e. base column (10), centrally extending through the upper section. The base structure and the upper section are movable relative to each other, where the base structure is designed as a uniform framework structure. A deck (18) is arranged on the base structure, and serves as a working platform and/or as a landing deck.
