PURPOSE: A method for manufacturing raw materials of a constructional or industrial synthetic resin is provided to recycle vinyl coated on waste paper as the raw materials of a constructional or industrial synthetic resin. CONSTITUTION: A method for manufacturing raw materials of a constructional or industrial synthetic resin comprises the steps of: injecting the vinyl separated from a waste paper into a screw dehydrator; pulverizing the vinyl in a pulverizing device after the vinyl is transferred to a conveyor; collecting the pulverized material to a cyclone through a blower; melting and extruding the pulverized material in an extruder; cooling the extruded material; and pulverizing the cooled material in the pulverizing device.
