Disclosed are wrappers of smoking articles having slit banded regions 10 exhibiting both low ignition propensity and reduced rates of self-extinguishment under free burn conditions. In one embodiment, the slit banded regions comprise first 11, second 12 and third 13 zones, with the second zone having greater permeability that the first and third zones and having a width less than either the first or third zone. The first and third zones comprise add-on material. A method of making the wrappers is also disclosed, as are smoking articles including the wrappers.
