The device has an inverse U-shaped collar extended by two horizontal wings (1) on which photovoltaic cells (2) are integrated. The photovoltaic cells are connected by an electric circuit (3) for supplying power to a case (4) that receives a global positioning system (GPS) or Global system for mobile communication (GSM)equipment. An assembly of photovoltaic cell is maintained in a place by a counter weight (5) fixed at the collar by a cleat system (6). The electric circuit is drowned in a mass of the collar in series. A regulator is integrated into the electric circuit.
