PROBLEM TO BE SOLVED: To provide a method for manufacturing polymer electrolyte membrane, which improves movement of water or mobility of proton by continuously linking clusters along thickness direction. SOLUTION: The method for manufacturing the polymer electrolyte membrane includes a step of hydrolyzing polymer electrolyte precursor into the polymer electrolyte membrane with ion-conductive by contacting the polymer electrolyte membrane 10 containing the polymer electrolyte precursor with an aqueous alkaline solution L.
