PROBLEM TO BE SOLVED: To provide a commutator capable of ensuring sufficient distance by which an armature winding can be locked to connection claws while suppressing enlargement of the commutator, and also to provide an armature with the commutator. SOLUTION: The commutator 20 includes: a plurality of commutator pieces S1 to S18 juxtaposed in the circumferential direction; and the connection claws F1 to F18 which are folded on the outside in the radial direction while being provided with the commutator pieces S1 to S18, and to which the armature winding is electrically connected. The connection claws F2, F18, F9, F11 are offset in a direction separated from the connection claws F1, F10 so as to widen the width between the connection claws F1, F10, where the armature winding is started and ended, and the connection claws F2, F18, F9, F11 disposed on both ends of these connection claws F1, F10.
