PROBLEM TO BE SOLVED: To provide an information recording and reproducing device for reducing a possibility of data loss even when a recording medium with low reliability is used. SOLUTION: The information recording and reproducing device reads and writes information by using a file system recording specified information in a prescribed position in a region where directory information on the recording medium is recorded. The device is equipped with a signal processing part for reading directory information from the recording medium to an internal memory, determining whether specified information is recorded in the prescribed position in directory information which is read, and updating directory information which is read and writing it back into the recording medium when specified information is determined to have been recorded.
