PROBLEM TO BE SOLVED: To certainly prevent hacking by performing the control management of line connection or a power supply of an electric apparatus such as a terminal or a router disposed in a connection line needed in a character of the Internet.

SOLUTION: In a control management apparatus 400, a power detection means 401 detects the power of a power supply of a router 300a of a line A, and a time measurement means 402 measures a time during the drive of the power supply. A power supply control means 403 decides whether or not the time reaches an auxiliary drive time for performing the auxiliary drive of a power supply of the other router 300b or 300c based on the time during the drive of the power supply of the router 300a. The power control means 403 drives the power supply of the router 300b (or 300c) of a line B (or line C) which is cut off when it reaches the auxiliary drive time, and operates the line B as an auxiliary line. The power control means 403 decides whether or not it reaches a cut-off time, and performs control to cut off the power supply of the router 300a when it reaches the cut-off time.
