PROBLEM TO BE SOLVED: To provide a hot water tank in which sealability is secured when a bar-like heater is used, and also provide a sanitary washing device. SOLUTION: This hot water tank includes a hollow container which has a pair of through-holes and which is formed of resin, the bar-like heater at least a part of which is disposed in the hollow container, both ends of which are exposed to the outside of the hollow container through the through-holes, and which is attached to the hollow container, an intermediate member inserted between the outer peripheral surface of the heater and the inner wall surfaces of the through-holes at least one end of the heater, and seal members which are installed between the intermediate member and the hollow container and between the intermediate member and the heater, respectively, and which seal watertight between the outer peripheral surface of the heater and the inner wall surfaces of the through-holes.
