PROBLEM TO BE SOLVED: To provide an electrode constituting means for providing strong oxidizing power to a surface of an electrode to be constituted, its reaction, and the effective electrolysis and electrolytic reaction, a conduction means required for the electrode constituting means, and an electrolytic system or electrolytic reaction system constituted by effectively utilizing these means. SOLUTION: The electrode constituting means to be achieved by simplifying or diversifying an electrode E, a split electrode G2 or pair electrodes L forming current pairs which radially and rotatably jetting gas A to generate high-frequency elastic waves or longitudinal waves, and to enable the electrolysis, its conduction constituting means K3, and an electrolytic system to be constituted directly or through the full-wave rectification or the half-wave rectification of the three-phase AC power source by using these means are constituted or formed.
