PROBLEM TO BE SOLVED: To provide a piping resistance device capable of maintaining constant the flow rate of the fluid conveying conduit even in the case the hydraulic head on the conveyance side in a fluid conveying conduit fluctuates suddenly. SOLUTION: The device comprises a branch pipe (Lb) disposed between a sludge pump (Po) of a sludge line system (Lo) and water processing equipment (3) so as to be branched from the sludge line (Lo) for joining a region to the sludge pump (Po) side with respect to a junction (f), and a circulation pump (Pb) disposed in the branch pipe (Lb).
