PROBLEM TO BE SOLVED: To provide a harmonic analyzer that can accurately analyze harmonic waves without increasing circuit scale and cost, and to provide a power measuring device. SOLUTION: The harmonic analyzer, analyzing harmonic waves by sampling a signal to be measured, includes a rising edge detector 21 for detecting the rising edge of the signal to be measured, pulse counters 22-1 to 22-m for counting time in order between the detected rising edges, a selector 23 for selecting in order any one of the pulse counters every time when the rising edges are detected, an adder 25 for adding in order the time counting result of the pulse counter selected by the selector 23, and a generation section (shifter 26 to determination circuit 29) that calculates the movement average of the pulse counters by using the addition result of the adder 25 and generates a sampling clock S4 that is used for sampling of the signal to be measured according to the calculated values.
