PROBLEM TO BE SOLVED: To provide a compression technology which allows a high compression rate to structure data having rows and columns. SOLUTION: Codes are assigned according to a prescribed rule from frequent appearance values in structure data including rows and columns for the frequent appearance values or a frequent appearance value group as the combination of the frequent appearance values. Then, the respective rows in the structure data are converted into the codes, each of which corresponds to the frequent appearance value group which is the same as the value included in each of the rows. Furthermore, a permutation conversion processing is executed to the first sequence of the codes so that the same codes can be continued, and the second sequence of the codes is generated. The rows in the structure data are rearranged according to the second sequence, and the existing compression processing is executed to the structure data after rearrangement.
