PROBLEM TO BE SOLVED: To easily, efficiently and safely perform branching-out operation from a primary pipe without using a no-blow bag. SOLUTION: A live pipe joint 2 having a drilling operation port 12 and a branch joint connecting port 16 is attached to a primary pipe 1 so that an inside opening end 12b faces a part of the circumference of the primary pipe 1. A hole saw is inserted into the drilling operation port 12, and after the branch pipe connecting port 16 is blocked by a first plug, a drilled hole 31 is formed in the part of the circumference of the primary pipe 1 by the hole saw. The hole saw is pulled up through the operation port 12, and a shut-off valve element 27 is inserted to the operation port 12 to close the inside opening end 12b, whereby the drilled hole 31 is laid in a non-communicating state with the branch pipe connecting port 16. The plug is removed from the connecting port 16, and a branch pipe is connected to the connecting port 16 through a branch pipe joint 15.
