PROBLEM TO BE SOLVED: To provide a traffic jam occurrence prediction apparatus and a traffic jam occurrence suppression apparatus, each of which accurately predicts traffic jam occurrence and has an improved traffic jam occurrence suppression effect by accurate prediction of traffic jam occurrence. SOLUTION: The traffic jam occurrence suppression apparatus includes an in-vehicle device 1 and a road side device 2. The road side device 2 calculates a deceleration propagation ratio in a sag area and determines whether the deceleration propagation ratio exceeds a deceleration propagation ratio threshold or not. Further, the road side device 2 measures the number of times at which the deceleration propagation ratio exceeds the deceleration propagation ratio threshold. When the number of times at which the deceleration propagation ratio exceeds the deceleration propagation ratio threshold exceeds a set value of the number of times of exceeding the deceleration propagation ratio threshold, the road side device 2 determines that the present state is just before traffic jam occurrence.
