PROBLEM TO BE SOLVED: To provide a floor structure excellent in sound insulation than ever, and a building using the same. SOLUTION: This floor structure includes: a plurality of floor joists 31 which are arranged almost in parallel at mutual intervals; a floor surface material 33 which is arranged on the plurality of floor joists 31; a plurality of lower chords 35 which are arranged almost in parallel at intervals in such a manner as to be orthogonal to the floor joist 31 on the downside of the plurality of floor joists 31; a plurality of stiffening fittings 41 which are arranged in each section between the floor joists 31 adjoining each other in such a manner as to be rectilinear in a direction orthogonal to the floor joist 31 between the floor surface material 33 and the lower chords 35; and ceiling joists 51 which are arranged almost in parallel with the floor joists 31 among the plurality of floor joists 31, respectively, and which pass through openings 45 formed in the stiffening fittings 41, respectively. Upper, lower, right and left peripheral ends 47 of the stiffening fittings 41 are connected to the floor joists 31 adjacent to each other, the floor surface material 33, and the lower chord 35.
