PROBLEM TO BE SOLVED: To attain a system which maintains security even wtih communication equipment stolen or lost and simplifies correspondence between a communication partner and a key in an encryption communication system of a common key. SOLUTION: A key generator 200 uses hash functions H1, H2, H3 which become the same output to the same input even when an operation order is changed when they are combined, performs H1 and H2 operations to a master key to generate a built-in device side master key for each built-in device 400, performs an H3 operation to generate a terminal side session key for a terminal 300, notifies each built-in device 400 of operation frequency of each of H1, H2, H3 to store the device side master key. The built-in device 400 performs the H3 operation of the notified frequencies to the built-in device side master key to generate a key for communication, the terminal 300 is notified of operation frequencies of H1 and H2 from each built-in device 400, and performs the H1 and H2 operations of the notified frequencies to the terminal side session key to obtain a common key for communication.
