PURPOSE: A region-based encoding/decoding device and method thereof are provided to enable an encoding device to select an optimized division mode among an area division modes related to the divided area of an image frame and to transmit optimized image filtering method and an optimized filter coefficient to a decoding device with the optimized division mode. CONSTITUTION: A encoding device(101) includes as follows. A division mode selecting unit selects an optimized region-dividing mode among an area division modes about an image frame. A division mode transmitting unit transmits the selected area division mode to a decoding mode(102). A filter information transmitting unit transmits an optimized image filtering method and optimized filter coefficient to the decoding device.
