PROBLEM TO BE SOLVED: To provide a drawing management system and a drawing management method which can increase the operational efficiency of the operations of newly defining and redefining the management attributes of the subject of management, and preventing human errors from occurring. SOLUTION: A display function 42 displays an image serving as raster data and a symbol serving as vector data in overlapping manner in a display device 2. When instructions about the management attributes are input and line definition is selected, an object based on the line definition is drawn, and the display function 42 displays the object over the subject of management on the image in the display device 2. This control is repeated to create a color graph. During the process of drawing the object, when the track of the object passes near the coordinate position of the symbol, an association function 45 associates first attribute information (including the symbol coordinates of the subject of management) with second attribute information (including the management attributes) and a list creation function 46 creates a list.
